Affected people elected to form Local-Territorial Commissions, according to TAC-GOV, will meet with representatives of all the Local-Territorial Commissions of the Rio Doce Basin and the Espírito Santo coast.
It will take place on December 2nd, in the city of Governador Valadares, in Minas Gerais. This moment is another step in the process of organizing, training and fighting for people to participate in the reparations table, with the aim of guaranteeing the rights of the people affected. It will appoint the representatives for the other governance spaces, as established in the TAC-Gov.
The present commissions are made up of representatives who were elected during the Municipal, District and Territorial Assemblies, held with the support of the Independent Technical Advisors (Assessorias Técnicas Independentes – ATI) of the various territories of Minas Gerais and Espírito Santo, in October 2023, and contemplate the agreement together with the Institutions of Justice (IJ).

In 2018, the Governance Conduct Adjustment Agreementknown as TAC-Gov, was created to improve the governance system provided for in the TTAC and fill the gap left by the other agreements. Despite this, it was also established without the participation of those affected.

The TAC-Gov made places available for those affected on bodies such as the Renova Foundation’s trustee and advisory boards and implemented the Commissions. And the process that those affected went through in the last period regarding the commissions was essential for this participation in the governance system. 

In the process of repairing the damage caused by the collapse of the Fundão Dam, the companies Vale, BHP Billiton and Samarco, as well as the Renova Foundation, have often referred to those affected as stakeholders, which may be inappropriate, since the relationship between the people affected and the reparation measures goes beyond commercial issues, which are central to governance models.

When the Justice Institutions, the Union, the Companies and the Renova Foundation sign the TAC-Gov, and guarantee spaces and the participation of the people affected, we can understand that these spaces are in themselves governance.

It is understood that the governance model adopted in the reparations process for the Doce River Basin and the Northern Coast of Espírito Santo involves the participation of all the parties involved in or affected by the disaster.

Among the objectives of the TAC-Gov:

  • Increasing the effective participation of those affected, in the way that the people affected see fit;
  • Create new spaces for consultation, discussion and participatory organization of the people affected;
  • Respect the self-organization of the people in all stages and phases of the governance system;
  • Guarantee the people oversight of the reparations programs created in the Transaction and Conduct Adjustment Agreement (Termo de Transação e Ajustamento de Conduta – TTAC).
